EXECUTIVE ORDER (NO. EO/002/2008)

LAGOS STATE LAND CHARGES REVIEW COMMITTEE

Establishment of the Committee
A Committee is hereby established to review land rates, fees and other charges applicable in Lagos State with a view to making appropriate recommendations to government.

Terms of reference
In particular, the Committee shall -
1) Review all levies, rates, charges, rents or fees applicable for land occupancy and property transactions in Lagos State.
2. Review the provisions of the Land Use Act, Tenement Rates Law, Land Rates Law, Land Use Charge Law, Assessment Law, Neighbourhood Improvement Charge Law and other legal provisions by which real property is charged to tax in the State.
3) Review the rent and penalty clauses contained in Certificates of Occupancy and other Land Documents in use by the Lagos State Government.
4) Make appropriate recommendations to Government on the adequacy of current Land Use Charge Rates as a substitute for Tenement Rate, Neighbourhood Improvement CHarge, Ground Rent and other land rates.
5) Suggest amendments to relevant laws, regulations and administrative processes.
6) Make other recommendations pertaining to government's land revenues as may be considered appropriate.

Membership
The Committee shall consist of the following:
1) Mr. Ade Ipaye, Special Adviser (Taxation & Revenue)      Chairman
2) Mr. Gbenga Ashafa, Permanent Secretary (Lands)          Member
3) Mrs. S. M. Awofisayo, Permanent Secretary (NTDA)       Member
4) Mrs. Nike Animashaun, Director (Land Services)             Member
5) Mrs. Funlola Odunlami, Director (Commercial Law)          Member
6) Mr. Akeem Muri-Okunola E.S. (LUA Directorate)            Member
7) Mr. Bode Agoro, Director (Land Regularisation)             Member

Duration
The Committee shall submit its report within two (2) weeks of its inauguration or first meeting, whichever is earlier.
