GOVERNOR OF LAGOS STATE

EXECUTIVE ORDER (NO. EO/BRF/019 OF 2009)

TO:          ALL MINISTRIES, DEPARTMENTS AND AGENCIES

SUBJECT: RESTRUCTURING OF THE LAGOS STATE MINISTRY OF YOUTH SPORTS AND SOCIAL DEVELOPMENT

PREAMBLE:
Whereas a Committee of the Lagos State Executive Council was constituted to review the operational procedures of various Ministries, Departments and Agencies, with a view to strengthening their various delivery capacities.

The Committee's report was presented to the Lagos State Executive Council on Monday 31 at August, 2009.

After an exhaustive deliberation on the Report of the Committee, Council directed that the Ministry of Youth Sports and Social Development should be restructured and made up of two separate Offices.

NOW THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF LAGOS STATE, IT IS HEREBY:

ORDERED THAT:

The Ministry of Youth, Sports and Social Development shall be made up two distinct Offices namely:

i. Office of Youth and Social Development; and
ii. Office of Sports

The Directorates in these Offices shall have the following responsibilities:

OFFICE OF YOUTH AND SOCIAL DEVELOPMENT:

i. Directorate of Youth Development

a. Youth Development
b. Programme Planning
c. Voluntary Organisation and Field Services
d. Youth Centres and Open Spaces

ii. Directorate of Social Development

a. Family Social Service
b. Child Correctional / Elderly Service
c. Adoption and Fostering
d. Medical Social Service
e. School Social Work
f. Human / Community Integration

iii. Directorate of Rehabilitation

a. Rescue
b. Reformatory
c. Research and Development

OFFICE OF SPORTS

1. Directorate of Sports Facilities and infrastructure Development
2. Sports Council (Sports Competition & Championship)

That the Office of Sports shall concern itself with policy formulation while the Lagos State Sports Council shall be the implementing arm. Hence, the Sports Department in the Ministry shall henceforth stand abrogated in order not to duplicate the functions of the Sports Council.

That henceforth, my approval shall be sought by the Honourable Commissioner for Youth Sports and Social Development for international adoption and fostering while the Honourable Commissioner shall approve the domestic cases of adoption.

That a distinction shall be drawn between Children (0-5 years) and young persons (6-17) and that issues relating to Children (0-5 years) shall continue to be dealt with by the Ministry of Women Affairs and Poverty Alleviation due to the higher dependency needs of this age group and those of Juveniles/young people shall be referred to the Ministry of Youth, Sports and Social Development.

That in order to ensure seamless transition as a result of the restructuring, the Head of Service, the Honourable Commissioner for Establishments, Training and Pensions and the Special Adviser, Rural Development shall hold a one-day seminar with officers of the Ministries and Departments involved
