120 New Home Owners Emerge At Fifth Public Draw of Lagos HOMS
• Fashola announces plans to commence Rent-To-Own Scheme for low income earners
• As housing construction on 23 sites provide jobs for 193 firms, engage 5981 workers in the value chain
Jul 9, 2014 - A total of 102 new home owners emerged as the fifth in the series of the public draws for Lagos Home Ownership Mortgage Scheme (Lagos HOMS) took place on Wednesday. The series of draws began on March 4, this year.
The draw which was held at the Blue Roof Multipurpose Hall of the Lagos Television on Lateef Jakande Road, Agidingbi, Ikeja, produced winners of homes in five schemes of the Lagos HOMS-Chois Gardens, Abijo-Lekki, Hon. Olaitan Mustapha Estate, Ijaiye-Ojokoro, Hon. Rotimi Shotomiwa Estate, Igbogbo-Ikorodu, Ilupeju Scheme, Ilupeju and Shogunro Scheme 1&2, Ikeja.
In his remarks after the draw, during which the 102 winners emerged, the State Governor, Mr. Babatunde Fashola (SAN) announced plans by the Government to commence a new scheme to be called Rent-To-Own which will take care of those whose income cannot sustain mortgage now but who have the potential to qualify in the foreseeable future.
Fashola, who expressed satisfaction that the Scheme is achieving its purpose, explained that the Rent-To-Own scheme was necessitated by the fact that some people who cannot afford a mortgage now if given more time would be able to do so listing such people to include teachers and junior public servants.
He told the gathering of a cross section of pre-qualified applicants from all walks of life, public sector officials, civil servants and members of the public, "We have run the mortgage for some time and we are seeing that there are some people who cannot yet afford a mortgage but if we give them more time, we think they can".
"So we are opening the door of accessibility further. We are starting a new scheme called Rent-To-Own. We are looking at teachers; we are looking at junior public servants who cannot at this point keep a mortgage because they have not worked for that long to acquire the kind of savings that is necessary. We are looking at those people and we think the Rent-To-Own will be just the thing to finally bring them in to benefit", the Governor said.
Noting, however, that the new scheme would come with its own rules, Fashola explained further, "What we expect is that you pay rent for a period. After that period we now invite you to make you an offer to buy the house. During that period we would have saved some of your rent for you as your equity to pay for your mortgage. Then from there you transfer and become a mortgage holder. We are working on it and we are hopeful that very soon we are going to do something about that".
Throwing more light on what informed the idea of such a scheme, Fashola said that even in the most advance countries of the world not everybody owns a house as some people still rent houses under tenancy adding, however, that over time affordability was likely to increase as a result of likely fall in cost of building houses.
"This scheme can be likened to cell phone. When the cell phone came out not many people were able to get it. Today everybody can afford and has a cell phone. Just as the cell phone has now become affordable, whether I am here or not, I am certain that over the years those who wish to own houses here who are working will do so", the Governor said.
He added, "But for now, if we deliver the house for N10 and sell at N5 after sometime, the scheme will collapse because it will be running at a loss. We do all these so that we can always come back every month and deliver more houses. A system where some people get and then we shut the door does not augur well for the people".
The Governor debunked the notion that the scheme was for only those in paid employment pointing out that it is also open to artisans and the self employed who have the capacity to maintain mortgage payments.
Recalling his meeting on Tuesday with artisans and other self-employed people on the Lagos HOMS issue the Governor disclosed, "We discovered that many of them earn much more than salary earners. But the difference is that their money doesn't come regularly every month".
"So I have told them, for those who do business, who qualify, if you can show us your income profile, then it is your responsibility to go and keep your money in the bank and tell them that you have contracted this transaction and you want to be paying Nx per month. So in a month when your business booms, keep your money in the bank, they do what they call Standing Order", he explained adding that instructions can be given to the bank to be making Standing Order payment on the mortgage every month.
Expressing satisfaction with the achievements of the scheme so far, Fashola said the objectives which the scheme was set out to achieve were being met listing such objectives to include touching the lives of those who need the homes including those he described as "vulnerable people".
The Governor declared, "The housing project for residents has many objectives. It must touch those who need the homes and there is a broad spectrum of them – vulnerable people, young people who are just starting out in their career, who are not yet married and are looking for a place to put their heads".
"It is also for people who have worked for some time who wish to own their own property and I think that so far so good from what we have seen, although I think young people have tipped the scale and perhaps it should be so because they represent, from what we are told, the largest portion of our country's population. Therefore, as long as this scheme is answering to the needs of young people just starting out in life then I think it is achieving one of its objectives", he said.
Beyond that objective, the Governor said, the scheme has also achieved the objective of providing jobs for thousands of people pointing out that Government has expanded the scheme to more places as a result of which many more people have be given the opportunity to get jobs and earn a living for their families in both paid and self employments.
He declared, "We are in Ibeshe, we are in Mile 12, Akerele Extension and Iponri; we are in Oko-Oba and we are in Amuwo Odofin building and more schemes are coming up", adding, "Today, we are constructing at 23 schemes simultaneously across the State".
"What does that translate to? We have 193 different construction companies working on those schemes and that means jobs for people. Those 193 companies have job quotas and in the process of implementing those quotas have provided jobs for 2,481 artisans, welders, iron benders etc".
According to him, 1,598 sub contractors are also employed consisting of Quantity Surveyors, Architects and Builders adding that because all those people working on those sites must eat there are 175 different food vendors supplying food, supplying water to the workers.
The Governor said those that supply sand, water etc are 1,727 adding, "That is the value chain; that is the economy Lagos State has provided. Those are the men and women, boys and girls who, because of Lagos HOMS, can wake up every morning and tell their families "We are going to work".
Other objectives being achieved by the Scheme, according to the Governor, include creating a homogenous community devoid of ethnic and religious dichotomy. He explained, "The other thing that we see here, and it is a lesson that all of us must take away, a lesson to imbibe, lesson to be internalized, is the diversity of Lagos represented. This scheme has not asked where you came from. It only asks 'do you live here?' If you have your resident registration card you are eligible".
"So we see people from across the country, from the North, from the South, from Niger Delta, from the East, from Yorubaland. There is only one thing that binds them together – residency. And perhaps we have heard the names and their different religious connotation. The scheme does not ask that question. There is no Christian house and no Muslim House here; it is a Lagos HOMS for Lagos residents".
The Governor further urged, "So when next people seek to divide us by religion, tell them that all of the people who won here today from different ethnic and religious groups are going to live peacefully in Ogba, Ilupeju, Hon. Mustapha, Shogunro, Ojokoro and other estates across the State and raise children there in this State. All those who seek to divide us will fail because we are already bound by Lagos HOMS".
Noting that he has a few months to the end of his second tenure, Fashola who stated that he has no more part to play in the scheme than watch it grow, expressed joy that the Scheme was developing from infancy into maturity. "Slowly and surely, the Lagos Mortgage Board, the Lagos HOMS, the baby we birthed, is beginning to crawl, is beginning to take its place and more and more landlords are emerging and that gives me a lot of pleasure", he said.
To buttress his point, the Governor read a letter of commendation by an applicant to the Executive Secretary of the Lagos Mortgage Board commending the staff for the superb customer service that he received when he was processing his application adding that one of the objectives of the scheme was that "the homes will be well built" and that the process was going to be transparent.
"And there is only one government and only one party that is doing all these in Nigeria today, the Lagos State Government and the All Progressives Congress. In a few months I will be stepping down. But this programme belongs to the Party and the continuity will depend on how you vote in the next election", the Governor said.
It was a most exciting moment as winners, who are mostly young people, came out to claim their homes visibly jubilant whole some winners who heard their names on the live television programme called in to confirm the truth and to express their joy over the obviously unexpected development.
Altogether, 337 winners have emerged since the draw began on March 4, 2014. The first draw produced 31 new home owners while the second drawn in April produced 36 winners. In May, 76 new home owners emerged while the fourth draw in June produced 92 new home owners.
Also present at the occasion were Commissioner for Housing, Hon. Bosun Jeje, Executive Secretary, Lagos Mortgage Board, Mr. Akinola Kojo-Sagoe, Iyaloja General, Mr. Folashade Tinubu-Ojo, other stakeholders and professionals from all walks of life.
